As testament to GRS’s success, commitment and capabilities, we are a recognized Mentor in the Department of Defense (DoD) Mentor-Protégé Program (MPP).
The GRS MPP provides an avenue for disadvantaged small businesses to achieve entrepreneurial success and contribute to the strength, supplier base and vigor of our economy. GRS’s developmental assistance helps enhance the capability of our protégés to successfully compete for prime and sub-contracting opportunities and contribute to the defense of our nation.
As a proud Mentor in the Defense Intelligence Agency (DIA) Mentor-Protégé Program, GRS has made the program an integral part of our sourcing plans while the protégé firms have used their involvement in the program to develop much needed business and technical capabilities to diversify their customer base. Through MPP, GRS provides developmental assistance to small disadvantaged businesses in an effort to improve their ability to compete equitably in the marketplace. Such assistance extends to the development of business, marketing and/or strategic plans, improvement of the firm’s infrastructure, training their employees in cyber security, and development of marketing collateral. We are committed to our protégés and we are committed to supporting the warfighter through MPP.
GRS uses its past experience as a successful Government contractor to provide protégés with infrastructure development training and technology. This infrastructure enhancement will ensure that our protégés are viable companies with the foundation to support internal growth. Technology transfer will assist the protégé in becoming more efficient and effective in the marketplace, offering customers valuable services with increased expertise. The relationship between GRS and protégés is designed to reinforce and enhance infrastructure and knowledge of the industry so that a strong partnership may be leveraged to pursue more opportunities within Government. The outcome of the partnership will result in a stronger subcontracting team, assisting the Government to attain goals and objectives more efficiently, on time, and within budget. GRS leadership plays an active role in the protégé’s development throughout the entire agreement and after graduation. Examples of this executive commitment include one-on-one mentoring sessions, brown-bag sessions, an executive exchange program, and technology forums. This additional assistance is a fundamental part of the GRS MPP.
The Mentor-Protégé Program was established under Public Law 101-510, Section 831, and the National Defense Authorization Act of 1991. The program has three goals:
- Provide incentives to major contractors, performing under at least one active approved subcontracting plan negotiated with Department of Defense or other federal agency, to assist SDBs, Hubzone, SDVOSBs, and qualified organizations that employ the severely disabled and women-owned small businesses in enhancing their capabilities to satisfy DoD and other contract and subcontract requirements.
- Increase the participation of SDBs, HUBZone, SDVOSBs, WOSBs and other qualified organizations that employ the severely disabled as subcontractors and suppliers under DoD, federal agency and commercial contracts.
- Foster the establishment of long-term business relationships between SDBs, HUBZone, SDVOSBs, WOSBs and other qualified organizations that employ the severely disabled and such contractors.
Since 1991, DoD MPP has offered substantial assistance to small disadvantaged businesses. Helping them to expand the overall base of their marketplace participation has produced more jobs and increased national income. The DoD MPP assists small businesses (protégés) to successfully compete for prime contract and subcontract awards by partnering with typically large companies (mentors) under individual, project-based agreements.
